Effect:
President Woodrow Wilson set up a bill for a declaration of war against the Central Powers. The United States of America would join the great war with the Allies, and would end up being the reason that the Allies came out victorious. The U.S. started drafting men to fight for the Allies. Many people were contented by the war declaration, because of the Zimmermann Telegram, the Sinking of the Lusitania, and the feel of a shift away from Isolation. Who knows, maybe if Germany hadn't done those horrible things, maybe there wouldn't have been a WWII, because the Germans wouldn't have been upset about having to pay 33 billion dollars in reparation.
